OBJECTIVE

Work as Code Consultant and expert witness in cases involving building construction and codes.

 

SUMMARY

 A total of 35 years’ construction related experience including 27 years with City of Dallas enforcing Plumbing, Electrical, Building, Heating, Air Conditioning, and Ventilation Codes. The last 10 years of civil service were in various Chief Code Administrator positions.

 

CONSULTING EXPERIENCE

 Conducted code seminars in Alaska, Arizona, California, Colorado, Idaho, Kansas, Minnesota, Montana, South Dakota, Oregon, Washington, Wyoming, Texas, Utah and Guam. Developed training materials for International Association of Plumbing and Mechanical Officials, International Conference of Building Officials, and others.   Currently working as Code Consultant and expert witness in cases involving plumbing, mechanical, building, fire, and electrical codes. Frequently quoted in the Dallas Morning News. Appeared on Fox 4 News in a three part special on the outdated Dallas Fire and Building Codes.

 

CAREER EXPERIENCE

 1995-1996 - Master Electrician: Served as Master Electrician for AC Electric, Heating, and Air, responsible for technical supervision of journeymen, checking installations for code compliance, and assisting in larger installations. Held Master license in many cities in Dallas Fort Worth area.

 1988-95 - Chief Plumbing and Mechanical Code Administrator: Duties included supervision of technical managers, training inspectors, monitoring plan review, consulting with designers, serving as technical resource, handling consumer complaints, and as Secretary to Board of Appeals.  Served nine years on Texas Air Conditioning Board, one year on Uniform Plumbing Code Change Committee.

 1985-88 - Chief Mechanical Code Administrator: Conducted training classes for plumbing, mechanical and building inspectors, and plan reviewers. Implemented plan review section for plumbing, mechanical, and electrical. Responsible for adopting latest editions of the Codes and coordinating with other departments and state agencies.  Four years on Uniform Mechanical Code Change Committee.  

 1987 - Interim Chief Electrical Code Administrator three months: Duties consisted of code interpretation, administering licensing program, and assisting in selection of permanent Chief Electrical Code Administrator.

 1973-85 - Plumbing Inspection Supervisor: Direct supervision over one-fourth to one-half of district plumbing inspectors.  Served two years as Assistant Chief in office and filled in as a building plan checker as needed. Developed and implemented program to coordinate building and mechanical inspectors on the protection of opening in fire walls. This program is still being used in national training seminars.

 1968-73 - District Plumbing Inspector: Enforced Plumbing, Mechanical, and Zoning Codes in assigned district.

 1967 - Davidson Plumbing Company: Self-employed plumbing contractor doing repair and remodel installations.

 1963-1966 Journeyman Plumber: Worked in repair and new construction for DISD, United Plumbing, Chambers Plumbing, Hooper Plumbing, and E. C. Stephens Plumbing Heating and Air-Conditioning

 

EDUCATION

 Southern Methodist University, Dallas: BBA in Business Administration and Personnel Management.

 

PROFESSIONAL ORGANIZATIONS

 American Society of Plumbing Engineers; International Conference of Building Officials; Lifetime member International Association of Plumbing and Mechanical Officials, North Texas Air-Conditioning Contractor, and Texas Air-conditioning contractors. Membership Chairman, 1985; Workshop Chairman, 1988; Chairman of ICBO Board Committee; CABO Plumbing Code Committee, 1990; Chairman of Joint Conflict Resolution of Plumbing and Mechanical Code Committee, 1993.

 Born May 7, 1944, Wellington, TX, married May 29, 1965 Loraine TX.  One son, Roger Scott Jr., born

December 6,1968. Have served as deacon, elder, and Sunday school class president at Highlands Christian Church. Presently participating in Chancel Choir and Hand Bell Choir.

 Hobbies

Collecting and restoring antique farm tractors and light industrial equipment. President of North Texas Antique Tractor and Engine Club.
